Terms of Service

Welcome to the resident portal of Barangay Payao. By registering, signing in, or otherwise using this Service, you agree to be bound by these Terms of Service (the "Terms"). If you do not agree, please do not use the Service.
1. Who may use the Service
- You must be a bona fide resident of the barangay or have a legitimate need to interact with it (e.g. a business permit applicant).
- You must be at least 18 years old, or use the Service under a parent/guardian’s supervision.
- You must provide truthful information; falsification is punishable under the Revised Penal Code (Art. 172) and may lead to account termination.
2. Account approval
New accounts are pending until an authorised barangay staff has verified your government-issued ID. Approval usually happens within one (1) business day. We may reject registrations that contain suspicious, incomplete, or duplicate data. Approval does not grant any right to services beyond what the barangay is legally mandated to provide.
3. Your obligations
- Keep your password confidential. Notify us immediately if you suspect it has been compromised.
- Use the Service only for lawful purposes and in accordance with Philippine law.
- Do not attempt to reverse-engineer, bulk-scrape, or automate submissions.
- Do not upload malicious content, forged IDs, or copyrighted material you do not own.
- Fees charged for certificates and permits must be paid in accordance with the barangay revenue code.
4. Barangay obligations
- Provide the Service on a "reasonable-effort" basis during posted office hours.
- Respond to certificate requests within three (3) working days.
- Investigate complaints and blotter reports in the order received.
- Protect your personal information per our Privacy Policy.
5. Fees
Standard barangay fees apply to certificates, permits, and clearances. Payment can be made in cash at the barangay hall or through officially announced e-payment channels. Fees are set by ordinance of the Sangguniang Barangay and are subject to change with due notice.
6. Suspension & termination
We may suspend or terminate your account — without prior notice — if you:
- Submit false or forged documents.
- Use the Service to harass, threaten, or defame any person.
- Attempt unauthorised access to another user’s account or to the underlying systems.
- Are legally deceased, or have moved outside the barangay for more than six (6) months without notice.
You may terminate your own account any time by e-mailing the office. Some records (issued certificates, blotter reports) must be retained pursuant to Section 5 of our Privacy Policy.
7. Intellectual property
All content on this Service — text, images, logos, ordinances — is the property of the barangay or its licensors and is protected by Philippine copyright law. Public documents (ordinances, resolutions, announcements) may be freely re-used for civic purposes with attribution.
8. Disclaimers
- Certificates issued through the Service are electronic; they become official only after being signed and sealed by the Punong Barangay or Barangay Secretary.
- The Service is provided "as is". We make no warranty that it will be uninterrupted, error-free, or free of downtime for maintenance.
- We are not liable for indirect, incidental, or consequential damages arising from your use of, or inability to use, the Service.
9. Governing law & venue
These Terms are governed by the laws of the Republic of the Philippines. Any dispute shall be resolved via the barangay conciliation process under the Katarungang Pambarangay Law (P.D. 1508 / R.A. 7160), and if unresolved, before the proper courts of Binalbagan.
